Manager Liu said nothing more, watching as Teng Zhibo made the call.
“Hello, this is Teng Zhibo from the Investigation Department. You should be aware of the case we’re handling.”
A voice answered from the other end, “Yes, we’re aware. The Public Security Bureau will support your investigation however we can. Just let us know what you need.”
Teng Zhibo, feeling triumphant, said, “I’ve tracked a suspect to Millennium Mall. I’m here with Manager Liu, but he refuses to cooperate. I’m requesting immediate arrest of Manager Liu and closure of the Millennium Mall in Huiyue City!”
“Excuse me, did you say Millennium Mall?” the voice on the phone asked.
“That’s right, Millennium Mall.”
Just as Teng Zhibo thought he had won, the reply came: “I’m sorry, Captain Teng, but that’s a request we simply cannot grant.”
“Why not!” Teng Zhibo pressed. “You understand how important this investigation is!”
“I do,” came the reply. “But Millennium Mall’s background is too powerful. Even if we wanted to close it down, we’d need to verify everything step by step, gather evidence, and then apply to the Empire.”
“Even if the application were approved, the Empire would conduct a secondary review. Only after the evidence was conclusive would they contact the Millennium Mall Group headquarters, and only through joint action would a closure and arrest be possible.”
“So, what I can do is file an appeal for you.”
